OMG Jody, is there no end to your erroneous private interpretations?

There are only seven usages of urim in the OT. Five of which include the word thummim. Neither word has anything to do with eyes, horns, gifts or power.
Although counsel and advice do follow the usages of urim, throughout the Bible.
A major key to understanding occurs in it's two final usages in Ezra and Nehemiah. Both records are the same event where a provisional governor of the Jews after their return from captivity tells them to not partake of the priestly food until after they have received 'urim', which is to say advice and counsel from a spiritual leader.

The Hebrew words and usages for both urim and thummin re-occur in the NT Greek as knowledge, or wisdom, and perfection, or completeness.
No judgement, anointing or anything else you want make it into.
The Word of God fits into itself, not what man's opinion says it is.
