being new I am new here and no matter where I go and ask how this thing works i get no response or no welcome whatsoever. Is this a place that welcomes new people or do you have to be a member already?

Welcome to blogland Mouse; Yes, there are cliques here, but they are loosely knit cliques which are not too difficult to get in. It's all a matter of where your personal interests lay. There is something for everyone here, and if you don't find what you like, you can always start something new. I find the best way to get people to visit my blog is to visit and post on a lot of other blogs. A new handle popping in to a blog of someone who's been around a while will often entice them to check out the new face. The others who have posted here on your blog are among the friendliest folks of the whole bunch here. But there are also wolves in sheep's clothing here too, and it doesn't take a genus to figure out who they are. They can be very entertaining if nothing else. Isaiah 66:2b; But to this one I will look, To him who is humble and contrite of spirit, and who trembles at My word.
